ย The Provincial Government of Ilocos Norte (PGIN), through its Provincial Economic Group, has launched several emergency employment programs, specifically targeting Returning Residents (RRs) and Returning Overseas Filipinos (ROFs) affected by the nationwide employment crisis due to the COVID-19 pandemic.
PGIN has created an emergency employment livelihood program for ROFs called โIN na Negosyo sa Kariton ni Manong Matt.โ In addition, the “Naruay a Panggedanan” is an enhanced employment program that aims to provide a one-stop-shop of job search and placement for job seekers, especially laid-off workers due to the pandemic.
Recently, the Social Weather Station recorded more than 27 Million unemployed adults or equal to the 45.5% of the countryโs work force.
In the past years, the province recorded the lowest unemployment rate in the region through its numerous poverty alleviation measures. Withstanding the global recession, Ilocos Notre recorded a 91.2% adult employment rate for the first half of 2020.
โWe are looking at ways where we can employ them. For our residents, we will continue to support them in terms of specifically what they want to do and what industries, and weโll continue to be business friendly,โ declared Governor Matthew Marcos Manotoc during his first virtual press conference.
Last week, I received the list of occupations and their specialties in terms of our returning resident and that’s something we want to look forward to and we are really excited about.

Registration for the โkariton ni Manong Mattโ is ongoing while the job search will be on August 25, 2020, from 9:00 a.m. to 5:00 p.m. at the Ilocos Norte Centennial Arena, Laoag Cit.๏ผEdison Justin B. Deus, PGIN-CMO
